Maintaining the chain-of-custody for all assets in a public election is one of the most important aspects of election administration. Simply, it’s a legally binding paper trail. When there’s a break in the chain, the repercussions can damage the reputation of a local jurisdiction or an entire state for years (and these days, not to mention enable an election to be called into question). Problem: Its now happening with disturbing regularity.
